Most generals in the Junta believe he suffers from a respiratory disorder such as pneumonia or empheysema as he has red fur but also has a blue tinge as if he has little oxygen around his body but he insists he is healthy. His health is also proven as he has a white underbelly and face which many of the generals in the Junta also have. In his first appearance he is a normal fox but in his return Dragutin may be a general but he dresses like a World War II policeman as he wears a white shirt, black trousers and an old style police jacket. In Argentina he dresses like Dragutin Dimitrijević.
Towards his wife and daughter he is shown to be very loving, caring and fatherly but towards his enemies is a different story. He is very hard hearted and acts like a World War II policeman, during a prisoner session Dragutin inspects prisoner's belongings, Radovan deals with the prisoner, Slobodan does interrogation whilst Nedeljko and Vojislav act seemingly as guards. Though Dragutin is third in command he is just as close to Slobodan as Radovan is who is Slobodan's second in command. He is also extremely distrusting only trusting his allies, his wife and his daughter but is also trusting towards other children in the Junta.
Towards young Junta children he is more compassionate but even so he is one of the generals who seems to scare the Junta babies. Much like Hugo Dragutin is intolerant of cowardice and believes that enemies and detractors should face a firing squad and one of the enemies of the Junta who Does face a firing squad is Siad. Dragutin may be slow to trust members of the Animalian Junta and the Animalian Union after both are disbanded but he is very quick to trust the allies of the Fox Junta.
